The GO715 cannot be used without a TomTom SIM card. If you do not put in a SIM card in your GO, it asks you to insert a TomTom SIM card. If the SIM card is removed while the TomTom GO is on, it will also show this message. Without the predefined SIM card the device cannot communicate with your WEBFLEET account. This behaviour has also been incorporated as a safety feature as it ensures that a device can only be used by a registered user with a TomTom SIM card.
